FUNCTIONING OF CULTURE CLUB INSTITUTIONS IN THE CONDITIONS OF THE MODERN LEGAL FIELD

Abstract

The urgency of the problem. In the conditions of reforming the legal system of Ukraine, decentralization and integration into the European space, club institutions are faced with the challenges of insufficient funding, outdated material and technical base and unregulated aspects of some activities. The relevance of the study is determined by the need to improve the legislation to
ensure the stable operation of these institutions, increase their social role and adapt to modern cultural and legal realities.
The research methodology is based on the application of a systemic approach and a set of the following methods: comparative, analytical, cultural 3 for comprehensive coverage of the outlined issues and the formulation of substantiated conclusions.
The scientific novelty consists in a comprehensive analysis of the modern legal field of the functioning of cultural club institutions in Ukraine, taking into account the latest legislative changes and reforms.
Conclusions. The functioning of club establishments is based on a broad regulatory and legal basis. At the same time, it is worth noting that certain normative acts need to be updated, they are outdated. Thus, the norms of providing the population with cultural institutions, which are mainly clubs and libraries, were approved back in 1998. The issue of financing club institutions of communal form of ownership also needs improvement. Shifting the maintenance of cultural institutions to local budgets does not always yield positive results. We believe that certain binding factors for local authorities are needed: a clear definition of the share of funds from local communities that should go to support the activities of club institutions. Today, the activities of many institutions of culture and art are regulated by separate laws. The absence of a law regarding club institutions blurs and diminishes their socio-cultural significance, making them secondary among other institutions of the industry, despite their powerful network and indisputable advantage in providing cultural services to the population.
