POTENTIAL POSSIBILITIES OF CULTURAL INSTITUTIONS IN THE REFORM CONDITIONS: ON THE EXAMPLE OF ACTIVITIES IN MALOLUBASHAN VILLAGE COUNCIL

Abstract

The essence of cultural and leisure activities and their impact on the local population in leisure time are revealed; the status, forms and methods of work of cultural institutions in the context of the initiated decentralization reform are considered (on the example of the activities of the Malolubashan United Territorial Community in Rivne region). The analysis of cultural interconnections in the system «club - population - local governments» is given, the modern challenges and potential opportunities of cultural institutions in the conditions of experiment in the question of their further spiritual influence on the population are analyzed. It is stated that effective implementation of this reform will stimulate activation of social activity of each person.
