The aim of the article is to analyze strategies for developing the information culture of participants in public
interactions as an effective means of counteracting manipulative technologies aimed at shaping public opinion. The
study defines the term «information culture of public communications» in the context of the concepts of «information
culture» and «personal information culture». It is noted that communicative practices overcome linearity, have a
networking nature, and involve a wide range of participants.
The study analyzes models and functions of public communications. It has been established that the factors influencing
the formation of the information culture of public communications include media culture, media competence, information and
media literacy, and writing skills. The components of the information culture of public interactions are systematized as
follows: informational-technological, analytical-research, innovative-creative, legal, and ethical.
It is emphasized that the development of the information culture of public communications serves as an effective
resource for counteracting manipulative technologies that influence public consciousness. The study highlights that
strategies for fostering the information culture of public interactions should be based on the use of effective tools to
counter manipulation. It has been determined that such strategies include the development of critical thinking,
increasing the level of education and cultural awareness of citizens, and raising awareness of information influence
technologies.
It is substantiated that the level of development of the information culture of public interactions depends on the
establishment of effective tools to counter manipulative technologies influencing citizens’ consciousness. The flexibility
of manipulative technologies has increased in the context of Russia’s war against Ukraine, which intensifies the urgency
of continuously improving the mechanisms for implementing strategies aimed at developing the information culture of
participants in public interactions.
