MANAGEMENT OF SOCIOCULTURAL ACTIVITIES AS A COMPONENT OF THE PUBLIC ADMINISTRATION SYSTEM
Abstract
Attention is focused on important aspects of the transformational changes of socio-cultural management in the public administration system, such as its decentralization and personnel optimization. It is stated that the formation of management of socio-cultural activities in a changing socio-cultural environment is carried out with an innovative approach in all its diversity on the basis of general management functions. It is found that the management of sociocultural activities has signs of public administration. The main directions of management of socio-cultural activities are outlined: reforming the management system of the cultural sector, creating a mechanism for legal regulation of state intervention in cultural processes, forming a legal and economic framework for the activities of non-governmental cultural institutions, and developing market structures in many cultural sectors. The author analyzes the strategic and tactical tasks that are solved by state structures at each of these levels of governance in the socio-cultural sphere: strategic, tactical, and local. The important role and activities of the Ministry of Culture and Information Policy of Ukraine in the structure of management of socio-cultural activities are highlighted: development of creative industries, art, art education, libraries, religion and national minorities, information policy and security, state language policy, cultural heritage, international technical assistance, strategic planning. The factors of influence on the state and prospects of development of the management mechanism in socio-cultural activities are revealed: global trends in the
development of management in the field of culture and art, the impact of transformation processes on the dynamics of
socio-cultural processes of integration, globalization, nationalization and internationalization of Ukrainian society,
prevention of the creation and implementation of innovative information and communication technologies and tools.
