FINANCIAL AND ECONOMIC MECHANISM OF PUBLIC MANAGEMENT OF THE DEVELOPMENT OF THE HUMANITARIAN SPHERE IN THE REGIONS OF UKRAINE

Abstract

Formulation of the problem. The introduction and approval of positive changes in the domestic humanitarian sphere largely depends on funding, because under the conditions of a permanently difficult economic situation, reinforced by the influence of the Russian-Ukrainian war against Ukraine, when significant funds go to finance measures to protect the
territorial integrity of the state, provision of citizens who move from the temporarily occupied territories, liquidation of the consequences of the humanitarian disaster, social unrest, the implementation of even the most frugal social and humanitarian programs becomes quite problematic. At the same time, the main reasons for the problems of underfunding the needs of the domestic humanitarian sphere are not even that there are not enough funds, but that the traditional sources of its financing are exhausted and will remain almost unused in the future. of the world, types of financial and natural resources, for the use of which there is not always an appropriate domestic legislative and regulatory framework.
Research methodology. The following scientific methods were used in the research process: comparative-historical (made it possible to compare the above factors over time and in different circumstances, taking into account the specifics of the objects under study); abductive (logical conclusions formed on the basis of observations are based on the significance of
the consequences in the system of the social direction of public administration); methods of induction and deduction (used to combine empirical facts into a single coherent system, form general theoretical propositions, conclusions and practical recommendations); comparative and analytical (provided an opportunity to analyze the features and connections of various phases of the development of the social sphere of Ukrainian statehood, the effectiveness of its influence on the formation and activity of civil society in the context of its ideas about the state, power and management), etc.
The aim of the study. The purpose of the article is the scientific justification of the financial and economic mechanism of public management of the development of the humanitarian sphere in the regions of Ukraine.
