INSTITUTIONAL AND ORGANIZATIONAL INNOVATIONS IN THE MANAGEMENT OF SOCIOCULTURAL ACTIVITIES OF UKRAINE

The article is devoted to the study of institutional and organizational innovations in the management of sociocultural activities of Ukraine in the context of the transformation of management models, digitalization and adaptation to crisis conditions. The activities of new-type state institutions are analyzed, in particular, the Ukrainian Cultural Fund, the State Agency for Arts and Art Education, the Ukrainian Institute of National Remembrance, which operate on the principles of project management and competitive resource allocation. Organizational innovations are considered through the prism of the emergence of creative industries, cultural hubs, creative clusters and hybrid structures that combine cultural, educational, entrepreneurial and social functions. The role of the private sector is studied using the example of the FEST! holding and the importance of intersectoral partnership in resource mobilization. It is established that digital transformation through platforms for documenting museum collections, the use of 3D scanning and electronic databases expands the possibilities of preserving cultural heritage. The critical role of competency-based and problem-oriented approaches in the training of cultural managers is proven. The prospects for further technological modernization and post-war restoration of cultural infrastructure are determined to ensure the sustainable development of the socio-cultural sphere of Ukraine.
